Using a Bequest to Support Children with Developmental DisabilitiesProviding 30 million yen and management support for three years to Hattatsu-Wanpaku-kai.Org

The Japan Venture Philanthropy Fund (JVPF), jointly operated by The Nippon Foundation and Social Investment Partners (SIP),* has selected its latest support recipient. Hattatsu-Wanpaku-kai.Org will receive a total of 30 million yen and management support over three years.

JVPF supports organizations working to resolve social issues, with the aim of ensuring the continuity of the supported organization’s activities. The fund was established in April 2013 by companies and management and investment professionals together with The Nippon Foundation, which provided the initial funding. Going forward, JVPF will continue to provide financial and management support for activities in the three areas of (1) education and youth employment, (2) childcare and women’s social participation, and (3) local revitalization and community building. The 30 million yen to be provided to Hattatsu-Wanpaku-kai.Org will come from a 100 million bequest that The Nippon Foundation received from a private individual for projects based on the request of that individual.

    SIP was established in November 2012 by venture investment professionals and experts in the field of social enterprise, for the purpose of providing guidance and support to organizations engaged in a variety of social enterprises to ensure their social contribution and the continuity of their operations. Working with pro bono partners, SIP provides recipient organizations with ongoing, specialized management resources with a medium-term time frame of three to five years.

    Hattatsu-Wanpaku-kai.Org develops programs to support preschool children with developmental disabilities, based on the principle of “supporting families, communities, and local governments so that children with developmental disabilities can acquire communication skills and develop their strengths so they can live as an individual within their community.” There are an estimated 300,000 preschool children with developmental disabilities in Japan, but many do not receive appropriate care in early childhood because their disabilities are not recognized or discovered or because there are not enough facilities providing care. If children with developmental disabilities grow up without receiving proper care, they will have difficulty adapting to society, and this can lead directly or indirectly to mental illness, or the major social problems of becoming a recluse or not pursuing education or employment.
    To identify and provide appropriate care for children with developmental disorders at an early age, Hattatsu-Wanpaku-kai.Org visits nursery schools and kindergartens to identify young children who require care, looking very closely at each child’s interests and unique characteristics, and then develops an individualized care and education program. The organization concentrates its efforts on children’s critical mental development stage from age 1 to 5, and its specialist, individualized programs have gained a reputation for delivering 100% satisfaction.
    Hattatsu-Wanpaku-kai.Org hopes to expand its work going forward, and is sharing the expertise it has developed with other organizations so these organizations can build and operate new facilities, to increase the number of facilities able to provide appropriate care and education across Japan. Hattatsu-Wanpaku-kai.Org also intends to grow by building community networks that can carry on the appropriate care for these children after they enter school, so the children continue to receive appropriate care without interruption after their own program ends and the children start school.
