Explanation Among countries that have ratified the United Nations Convention on the Law of the Sea (UNCLOS) there are, particularly among developing countries, those that are seen to lag in fulfilling important aspects of the convention. This program aims to address this issue, working with the UN Office of Legal Affairs’ Division for Ocean Affairs and the Law of the Sea, with universities and with research organizations, to develop the human resources that can develop the order of the sea.
